I recommend you don't try running until the new fuel filter is on, you have the correct oil in and the fuel tank is clean. Don't forget to clean the sediment bowl on the lift pump either. SAE 30HD is what you want for the engine. Try tightening the high low lever on (unless you have the early type held by a pin, in which case you'll just have to live with it) to see if you can get it to work.
