I don't have any idea on where to get the locking tabs. I would probably use Loctite or other similar thread locking adhesive. I am not sure but I think locking tabs have been pretty well superseded in modern machinery by adhesive locking.

Well, it seems like you have finally solved it with a lot of really good thought and checking. It is amazing how something which seems like it should work just doesn't because of some problem which is hard to see. One normally assumes that passages that are supposed to line up actually do.

You might try a rubber tipped blowgun or similar air connection into the rocker feed. Whether any air escapes and if so, where, could help without further teardown. You might try pumping oil into the top passage with the oil pan (sump) off. That could tell you if there is a plug out or other leakage path. A Google search for 'Dutch 472' should locate photos on the Leyland forum of my Leyland 472 which has a front PTO driven from the crankshaft thru an electric clutch and gearbox. It also has parts of a front mounted accessory hitch. The system was built by Ferranti.

Wyomiles, from your photos it looks like you do have several problems with that cylinder mounting. At the front, you may need to widen the front axle setting to get clearance from the cylinder to the frame. Since the new cylinder seems so much longer you will almost surely need to route the cylinder...
