Without wishing to be insulting - have you adjusted the brakes since you fitted the new linings/discs? I had a similar problem and it was because I had backed off the adjusters all the way and not then re-adjusted them properly. As a result, the ball bearings were riding right to the top of the grooves and lodging there. My instinct (because I didn't know what was happening) was to slacken the brakes off further - which was the opposite of what I needed to do. Try re-adjusting and see what happens. Good luck!

I dont mean to state the obvious, but I take it all the linkages are lubricated and free, as the 'z' type links sit below the footplate and are prone to getting a lot of water and mud on them, I have to strip mine off and clean them up every couple of years on my 62 Sm

Four alternative reason for the brakes.
Somebody has turned off material from the brake housing to compensate worn linings and the discs are no more free to rotate with new linings.
Out of adjustment. Backing bolt not adjusted correctly or the spring outside fully compressed.
The expander springs are weak.
Ball race is worn on expander. Balls hv made cavities.

Super brakes stuck on brand new tractors. I was trying to sort the same problems back in the 1960's.
The problem was there on all tractors that fitted that design of brake. Sometimes it seems they are too good at gripping. I have tried new springs and balls, even new actuator plates and have never really cured the problem.
I suffer from the same problems with Nuffy and have tried everything I can to get them to operate correctly. They will work for a short time, then, if you leave her standing for a week, its back to sticking brakes. At the moment, she stops, fast, and the brakes free 85% of the time.
If the brakes are used constantly, then they do not give problems until they get dust on the drive splines that causes the discs to stick.
I do not think the asbestos free liner materials help too much either

On my Roadless the left side has the problem. I am use to it now and I get it to work by driving the first 10m in low gear and with diff lock on, braking hard on the left at the same time. Then it works for the rest of the day.

I have never had problems with Super brakes when correctly adjusted.
If the brakes need some heating to work properly, there are some similarities with clutch disk having some drops of oil. May be diff lock pin seal is leaking?

Nothing happens without a reason. Try to change parts from left to right, first the actuator if no improvement try with the disks.
This to identify which part is causing the jam. If I remember correctly the actuator can also be inverted.

I had a similar problem on one of my Nuffys. Cleaning and polishing the actuator balls and cleaning the races they ride in and then giving the balls and races two coats of liquid silicone(letting dry between coats) solved the problem for me. Also, I coated all linkage pins with never seize compound. Good stuff but DON'T get it on the brake surfaces!
