Super Major lower O-ring groove

Hello All
Upon inspecting the block on the SuperMajor I am rebuilding, I discovered that one of the lower liner o-ring grooves was chipped the last time the cylinder liners were out. The chip is about 1/4 to 3/8 inch long on the bottom side of the groove. The machinist said it would most likely leak coolant into the oil pan, and may be what was the demise of the engine to begin with. The chip is located such that there is no groove wall supporting the lower side of the o-ring. The chip depth is even with the bottom of o-ring groove
Can this type of chip be repaired?
