Hard to start petrol

The only way I can get reliable engine starts is to block the carb inlet completly with my hand. The choke butterfly closes properly but is not sufficent to start the engine. Runs ok when it does start.
Removing the pipe between the rocker cover and manifold and blocking the hole at the manifold end and it will start on the choke.
So it seems like an air leak through this pipe? The banjo bolt at the rocker cover end of this pipe comes apart as shown in the picture. Is this all there is supposed to be or should this be a valve of sorts?
