All four bolts on my steering base are stripped out. Whenever I hit ruts or steer hard, the base moves. What should I try?

You need a hellicoil thread repair kit.

Does this require being drilled out? I can't recall if these holes go through. If so, what about shavings getting trans?

Depends on the type of tap used.

When tapping the hole, cover it in grease and wipe it regularly as this will trap and capture the swarf.
