Clutch Pedal Return Spring

Hi Guys,
Has anyone fitted a clutch pedal return spring?
When I fit mine according to the workshop manual, the pedal will not return to the stop.
You can push the pedal down by hand to the point where the release bearing touches the clutch toggle screws and it just sits there.
You can then lift the pedal back up with your finger tips and it will stay most of the way up.
When I bought the tractor, the clutch required replacing and i noticed all the toggle screw heads were almost worn off then.
My spring doesnt look mis-shapen or worn, but I cannot locate a new one to compare it!
An ex-ford fitter has told me that the spring needs pre-loading by one full turn, and that they were a swine to fit. It doesnt say this in the manual, but this pre-loading (if its possible to achieve) would probably solve the problem.
I would be grateful if someone could shed light on this.
