Dexta charging system....help!

Hi all.....over the past year ive gradually been restoring my dexta and so far all has been going well and its been an enjoyable experience until now.
I cant for the life of me figure out why my dexta wont charge,ive replaced the dynamo with a rebuilt lucas one,iv'e changed the regulator twice and doble checked all my wiring.
This morning I made a note of what ive done hoping someone here can diagnose my problem.
I took the dynamo apart,cleaned up the end of the brushes and the brass that the brushes touch (called the commutator?) After reffiting I checked output by crossing field and output terminals and got 19.6v at roughly 1800rpm. Then I polarised the dynamo by touching a wire from + on battery to field on dynamo. (my dexta is - earth if this helps). I then checked my regulator wiring;
a1: ignition switch feed.
A: wire to solenoid/coil
F: dynamo field
D: 2 wires-1 from dynamo output and 1 going to ignition light.
E: EARTH.
When I measure volts on the regulator between D and E i get 0 .98 v-i thought this would have been around 14v?
If anyone can advise where ive gone wrong or any ideas as to why the ignition light wont go out then you will be a hero!
