When you press the difflock pedal is the linkage moving or does it appear to be seized?
The difflock engages through a dog clutch which is spring loaded so the wheels need to be turning for it to engage. Because it is spring loaded the clutch will tend to disengage so you need to keep your foot on the pedal all the time.
