Revs raise and lower under load

Today I have been topping long grass with my 5' mower.
When going up hill, which puts some decent load on the engine, the revs continually hunt up and down between 1600 and 1800.
The governer diaphragm was replaced about 6 months ago and the engine only "hunts" under load.
Is this normal or a sign of wear somewhere?

Fixed the problem!
I read the manual and it said to clean out the governor air filter capsule. It was completely blocked up with muck so I removed it and cleaned it and now the revs are completely stable under load.
As they say "if all else fails read the manual"

It is amazing what information you can find in an old time owners manual and shop book. Unlike the manuals that you get for things today. Dandy Dave!

I agree - also a big thankyou to the people who run this site for making all the manuals available.
I would have found it incredibly difficult to solve the problems and make the improvements necessary to make my Dexta into a useful working tractor without help from this site.
